Online Safety Tips for Buyers and Sellers in Rwanda
Online marketplaces in Rwanda are overwhelmingly safe, but a small number of bad actors try to take advantage of buyers and sellers. Knowing the most common scams and following a few simple habits will protect you and your money every time.
Common scams to watch for
Overpayment scam: a buyer sends more than the agreed price and asks you to refund the difference. The original payment is later reversed or disputed, leaving you out of pocket for both the item and the refund. Never return a payment until you are certain it has fully and permanently cleared in your account.
Advance fee scam: a seller asks for a deposit to reserve an item before you have inspected it. Legitimate sellers do not take deposits from strangers before a viewing. If someone asks for money before you have seen the item in person, walk away.
Fake delivery scam: a buyer claims to be upcountry and offers to pay via a delivery agent who will collect the item and pay you on their behalf. There is no agent — this is a setup to take your item without paying.
How to verify a buyer or seller
On RAY Markets, check the profile: how long has the account been active, how many listings do they have, and do those listings look consistent? A newly created account with a single listing and no history warrants extra caution.
Ask for a short video call to confirm that the item exists and looks as described. A scammer will almost always refuse or give excuses. Search the phone number they contact you from on WhatsApp — a legitimate seller typically has a normal, established profile.
Safe meeting places across Rwanda
In Kigali: Century Park, Kigali Heights, Simba Supercentre, Remera petrol stations along KN3 avenue, or any busy cafe with CCTV. The inside of a bank branch is an excellent option for very high-value transactions — both parties feel secure and there is a paper trail.
In Musanze: the town centre near the main market, or the lobby of a well-known hotel. In Rubavu: the Gisenyi town centre along the main road near the lake. In Huye: the area around the University of Rwanda and the central market. Always choose somewhere with other people and, ideally, CCTV coverage.
Safe payment methods
MTN Mobile Money and Airtel Money are Rwanda's most trusted instant payment tools for everyday transactions. As a seller, receive the full amount and wait for the confirmation SMS before handing over any item — never accept a screenshot of a transfer as proof.
For high-value transactions — cars, property, large electronics — use a bank transfer and wait for written confirmation from your bank or mobile banking app showing the funds in your account. For very large amounts, meeting inside a bank branch to facilitate the transfer in person is the safest option.
If something goes wrong
Report scams to the Rwanda Investigation Bureau (RIB) via their public hotline or in person at any RIB office. Keep screenshots of all conversations, payment confirmations, the seller's profile page and any contact details they gave you.
